Problem with ICD and new Ember Zigbee dev board

I have been working with the new Ember Zigbee dev kit. It has a sensor module that uses a PIC 16F886. It uses a MAX1672EEE to provide power. According to the manual, you have to hold down a power button while programming so the chip has power. However, no matter what I do, the ICD will report that it cannot detect target device.

Any ideas?
