ICD-S20 unexpected response 07, Need B1

When I try to download a program to a 16F876 I get an error message that the ICD 'Cannot detect target. '
Using the ICD program I try to download a program and I get 'Cannot read target ROM. An unexpected response 07, Need C4.'
Then I get a message to update the firmware to the most recent rev. . When I try this, I get the messege 'Cannot start firmware reload. An unexpected response 07, Need B1.' Any ideas?

Try lower baud rate. I have same problem at 115K, 56K working perfectly.
