Is there not a way to keep the ICD-S debuggers from erasing the data EEPROM (flash) every time you download the target code?

Well, this forum really seems to be a happenin' place. I finally found the answer in the ICD help file. Note to CCS - clicking the help icon in the debugger brings up the CCS C Compiler help, not ICD Debugger help...what's up with that Question

If anyone else wants to know how to preserve the Data EEPROM on the target chip, you have to click on "Advanced" in the ICD Control program (invoked by clicking the little hammer and wrench icon in the Debug Configure tab), then select "Erase when needed" under the Erase Modes section. As long as the program file being downloaded doesn't contain any Data EEPROM data, the Data EEPROM section of flash memory will be preserved.
