Config Fuse Mismatch with ICD-U40 on PIC12F675-ICD

I recently received the PIC12F675 development with the ICD-U40 debugger and was able to run quite a few tests of the board with everything appearing operational in the hardware, but I'm not certain if the PIC12F675-ICD (14 pin) on the development board was damaged (it seems unlikely as I didn't connect anything externally that should have damaged it) but I'm getting a fuse verification error dialog box now that states that the expected fuse configuration should be 31 94, where as the actual readback is 01 94.

The differences are with the MCLR and PUT settings and it doesn't allow me to execute the program.

Any help or work around would be appreciated.
