I checked the link OP is referring to. It has nothing to do with a TV at all. It is a calendar/clock with two sets of LED's that are turning on and off somewhat randomly trying to create an illusion that either TV or lights are on. The idea is to scare the burglars off.

The topic from this forum he is mentioning is 5135 and it doesn't exist.
