With VDD=3.3V and setup_adc_ports(NO_ANALOGS); added.

You haven't answered the question about the Vddcore capacitor. This is absolutely vital. I've seen chips behave totally unpredictably when the ESR of this is outside spec, or it is placed too far from the chip.
