If he was using an encoder for say a servo, then 'yes' look at chips with encoder options on them. He'd then need sample rates up to possibly tens of thousands of edges per second. However for this low rate encoder, it is not such a gain, and the 4431, brings a lot of nasty errata..... Crying or Very sad
