1. The software should have the Protect configuration bit set which prevents external read/write of the chip.

2. Then an on board zero ohm jumper could be detected at startup and run the test program. This could be a spare pin or even a user controlled normally open switch. When the boards arrive stateside, cutting the jumper will 'reprogram' the boards and not interfere with the switch line if that was used.

Even if the folks in China knew about the jumper they still couldn't read the parts.

This I would not trust. There are ways to read parts that involve
physical assault on the silicon die and then probing it.

Very true. But if they're truly determined, there's nothing stopping them from buying a finished unit, shipping it back to China, and then doing this. In theory, anyway.
