Since you're off exactly by a factor of 4, I suspect either you're not using a 20MHz xtal, a wrong 'fuse' for clock selection or a compiler 'bug'.

You were told several posts ago to verify that a 1Hz LED flasher runs at EXACTLY the correct frequency.
Have you done that?

You have also reversed the order of #USE and #FUSE.
You initially had them in the wrong order, were told to correct, did so, and have now reverted to the wrong order.
