Use MPLAB vs. 8.92 as the IDE for the PCB compiler. Download MPLAB vs. 8.92: http://ww1.microchip.com/downloads/en/DeviceDoc/MPLAB_IDE_8_92.zip Download the CCS plugin for MPLAB vs. 8.92: http://www.ccsinfo.com/downloads/setup_mplab_plugin.exe How to use CCS command line compilers with MPLAB vs. 8.92: https://www.ccsinfo.com/faq.php?page=ccs_mplab To get a programmer that works with it, buy a cheap Pickit 3 clone.
