icd-u40 problem after upgrade

dear ccs worker and forum users (im sorry for my bad english)

i bought rfid development kit so i have icd-u40. i used it. it was succesfull but today, i updated icd's software and its firmware now its not working. i tried diagnostics. problem at reading device id. mclr voltage ok, vdd ok, device support ok.. i tried it with different circuits but result is not good every time problem at reading device id.
i hope you can help me.

icd-u40 fw version: 2.53
hardware: rev 5



icd to target cable dont have problem i opened icd and tested with avometer.
i tried update fw to old versions and software but result same

oscilloscope results

i measured b6,b7 signals with oscilloscope. b7 is at 0v, b6 is at 5v.
so icdsignals is bad -> software says:
If there are no signals on either of the lines the ICD unit is bad.Call 262-522-6500 or Email support@ccsinfo.com to repair/replace the unit.
If the signals look noisy/distorted check the cable/connection from icd to the target.
If the signals look good check MLCR and vdd lines for noise.

i measured mclr, pgd, pgc with all selection. and pgc at all time high (b6).

whats your idea about that?
