ICD-U40 Serial Port Communication Problems

I am using the PIC18F452 Development kit and I can't get it to send to the computer via the serial port unless the ICD-U40 is connected at the same time. The program runs fine as long as the ICD is connected but it won't send anything if its not. I know the program is running without the ICD but it just won't send anything. I'm using the PCW C Compiler serial port monitor. Is it hardware or could be a code thing? I have removed the #device ICD=TRUE. Thanks for any help.
