what is the best PIC development?

there is different development system for PIC,12,14 16 18bit from different company? which company have the best performance and easy to develop?

For cheapness: Write in assembly and use MPLAB IDE with the ICD2.

For easiness and cheapness: CCS non-PCW (i.e. PCH, PCB, PCM) integrated with MPLAB IDE

For best performance: Use a baseline release of CCS
