Using clock out as IO

I have a pic16f628 and I'm setting it up as extclk and trying to use pin A6 as an output but the pin always stays low. Any idea what is happening here?

Your configuration word might not be setup correctly. I've looked over the data sheet and am not sure if you can access it like a regular register. I use a Warp-13 programmer and the programming screen has an option to select which type of oscillator to use. One of the options, in the programmer screen, allows me to select 'EXTCLK with Port I/O' which tells me that the configuration word needs to be set up at programming time.
