ICD0083: Target not in debug mode, unable to perform operati

I cant seem to debug with pic16f688, I always get the error:
ICD0083: Target not in debug mode, unable to perform operation
Yet the #device ICD=TRUE command is there, and the NOP at location 0. Is there a setting I am missing somewhere? Smile

I had this problem once. the cause was a bad power supply connection, which reset the pic after ICD had programmed it. You might be experiencing the same thing.
