"cheapest" is a relative term. If you are looking for something that can program parts in-circuit and out (via ZIF socket) but not provide in-system debugging there are several such as the PICALLW and Warp-13 both reasonably priced. Google will point you to sales channels.

If you are looking for in-system programming and debugging then the CCS ICD's are less expensive than the Microchip products.
