debugging Error

microprocessor : DsPIC33EP256MC502
crystal = 16Mhz clock= 120Mhz
The compiler version I use: 5.085
ccs load_beta: 5.055
Debugging devices I have:
  ICD U80
LOAD-n-GO Handheld Programmer
I can load my hex code with ccs load.
  And I press the Rebuild & Run button. Program is installing. Just press the debug button. It's starting to load. Then as for 100%, it is not ready error.
Where is the error? Could CCS Load be faulty?
ICSP pin:
1- MCLR
2- VDD
3- VSS
4- PGD
5- PGC
6- PGM
I connected the MCLR end to 3.3k with 4k7. I connected it to VDD + 3.3v. If I had already linked it wrong, it would have failed to load the program. Where do you think the mistake is?
