The point about going to the PIC, is that you can then post the PIC code, so we can see what is being sent....
The second is to try a simple program that just sends and receives single characters to prove that things are working without the "123"...

As it stands, when it sees the '1', it'll send "123" 10 times, then stop sending this until 246 more '1's are seen. Then a single character n (where 'n' controls whether the LED goes on or off, followed by '1'n, where 'n' again controls whether the LED is to be changed.
