Pretty sure you'll need to add a #use delay(clock=1M);after you change the actual clock.
I've never done it, but have seen 'threads' here about it .There may be another way to alter it, others will know for sure.

Yes, if he wants to use anything based on delays (this includes any
small functions using delays, like LCD operations etc..).
