The same! Your program and mine are the same except the include file. I think that the problem is on the PICkit maybe the programmer is ignore the NOLVP of CCS and program with the LVP fuse enabled. I am googling to see if there was a problem.

Try turning off the fast mode.
Fast mode can give problems if the cable is a little borderline on length.

Also try doing a manual erase before starting.

Some of the configuration fuses require a full chip erase to change.
